I am requesting Tv shows with the certification of 12 but nothing changes, nothing happens, I keep getting the same results by applying any certification filtering in Postman, But it works for movies. I mean when I do this for movies, the results change. Why and How can I filter by certification for tvshows? thanks.

In the docs there is no certification filter option for tv:

which points you to:
https://developer.themoviedb.org/reference/discover-tv
When you put in an unknown option, the api typically just silently ignores it.
