I believe it's the... ahem... Unicode Character “…” (U+2026) ?
It's used on this site in various title edits and taglines and such.
However it causes conflicts on some platforms since this character is not universally recognized and will instead be replaced by various symbols such as � or simply as �
Whereas 3 individual typed period symbols will never cause this conflict, and is a sufficient way to present an ellipsis in typed form.
If you agree it's a conflict worth correcting (it might not be), my next suggestion would be to run a script to automate the replacement of all … with ...

This is just my personal opinion, but using three dots instead of ellipses is typographically incorrect and therefore we shouldn't repleace them on our end. The same applies to hyphen vs. en dash, typographicaly correct quotation marks (which are language specific) and so on. It is on the application end to either use the fonts which support all common special characters (and we have a lot of characters as our titles are fully localized) or handle special characters in some other way (e.g. any application can easily replace elipses with three dots, en dashes with hyphens etc.).
