Let's do it by steps.
In our Bible is the rule for casting Voices.

(voice) should be appended to the character name for animation and voice-only narrators.   
(uncredited) should be appended for cast members uncredited on screen.   
...

So Voices is not a crew, Voices is a cast.

When you are on the crew page

and click the "+ Add a New Crew Member" button, what happens?
