The TV-G rating doesn't imply that it is a series:
it may came from a later broadcast
it may come from a compilation broadcast
1946 was only the start of the television, so I'm dubious that it was initially released as a TV series.
TheTVDB is absolutely not a reference on this subject. For example, they list the original short movies of "The Pink Panther" and "Tom and Jerry" as a TV series, which is obviously wrong.

It would still be considered as a movie. Only the first release is taken in account.
