I tried to request an API key, but then when I went to delete the first request because I needed to change it and resubmit, I now cannot access the system at all.

Once the request is submitted, you can view the request. at the bottom is an icon that allows you to delete it. i wanted to change some things and so I figured I would delete it and start over.
Here is what I see when I try to go to the API page: API Error Page

I think the only person who can solve your problem is Travis Bell, the Administrator.
And he's on vacation. It must return, I believe, until the 26th.

Let's make it clearer what the problem is.
I don't know what your urgency is.
A more radical way to solve the problem is to delete your account
https://www.themoviedb.org/settings/delete-account
and create a new account.
But, if you can wait it is better. After all, your account has existed since 2015.
