As far as I can see access to TMDb Servers from Brazil is OK.
Make sure from your location they are also OK: TMDb Service Status https://status.themoviedb.org/
Try making an API Request using your browser: https://api.themoviedb.org/3/movie/550?api_key=THE_KEY
If everything is OK so far, then ...
I believe that more details of your case are needed.
You may not be able to access TMDb Servers because:
And several other reasons. So, please inform:
Where Kodi is installed (Computer, MediaCenter, mobile etc ...)
Your Operating System (Windows, OSX, Linux, Android etc ...)
What country are you trying to connect from
What is your ISP (Internet Service Provider)
Check the Kodi Forum to see if other users are having the same problem.

I'm using Windows 7 64bit. Kodi 14.2 Helix and scraper version 4.1.9. Universal Movie Scraper is working fine. Have been using Kodi since 2014 now, has this issue two years ago and then it needed an scraper update. I'm connecting from Norway, ISP Telenor Fiber Optic.
I tried Kodi 18.8 and the TMDb scraper is working fine there.

I didn't quite understand what you said.
1 - The problem is resolved because you have upgraded Kodi from 14.2 to 18.8
OR
2 - You have 2 computers and the problem continues on your computer using Kodi 14.2
Which of my two interpretations is correct?

I tried installing 18.8 on the same computer, and the scraper is working fine on that version, but the 18.8 is using another scraper version than the older 14.2.
So was thinking maybe the scraper version 4.1.9 on the older Kodi had some issues.

So this is a problem on my end? I find it strange that it suddenly not working anymore without me doing anything, the scraper was updated on 8th of August from 4.1.8.
TMDb Scraper 4.1.9 is still functional? This scraper is for older Kodi up to Jarvis V16

TMDb Scraper IS NOT an APP/Addon/PlugIn made or programmed by TMDb.
This TMDb Scraper product is authored by third parties.
Only the authors of this program can clarify or answer about its problems.
If you enter the page of this Addon,
https://kodi.wiki/view/Add-on:The_Movie_Database
you will see the following information: Author: Team Kodi
Trying to synthesize his experience I understood the following:
So the problems started when you updated the version of the TMDb scraper from 4.1.8 to 4.1.9 on your Kodi 14.2 installation
If this summary of what I understand you reported is correct, then I can suggest the following:
1 - Go back to using version 4.1.8 that was working correctly.
OR
2 - Upgrade your Kodi from 14.8 to 18.8
OR
3 - Ask the Addon authors, Team Kodi, how you can solve the problem. Let them know which version of Kodi you want to use.
EDIT
Of course, everything I am saying in my comment is ONLY valid IF you took the test I asked for in my previous comment.
And I will repeat here to make our life easier:
I assume that even though you don't comment, you used both links and found that everything is OK.

Its NOT working with either 4.1.8 or 4.1.9, sorry if i was not clear on that
Here is the result from API request
I see im not the only one with this "Unable to connect to remote server" issue with 4.1.9

By your answer I can understand that the server is sending the correct answer to the API request made through your browser.
So I can assume that the problem is in the API Request being sent by the Addon.
In this case, I don't know how to help.
Only the authors of the Addon, Author: Team Kodi, can give any information.
If you read until the end of the conversation that you posted the link, you can check what was the suspicion and suggestion of Travis Bell, who does all the programming of TMDb.
So I suggest posting your problem on the KODI forum.
