Image file_path value being used for multiple persons

I was using the API with the assumption that one image can only be linked to one person. But recently I started seeing errors where one image link was returned against multiple persons. Upon investigation i saw that some of these were due to duplicate profiles of person in TMDB. As profiles were duplicate the same image was used for both (I searched the person by name and 2 profile came up with same image. I have reported some duplicates.) For some others I did try to do the same but could not find the duplicates.
Shouldn't we restrict one image to be used for only one person?

In the database, these are all discrete images but assuming the images are the same (they should be given how the hashes are computed) there’s nothing stopping anyone from adding the same image to more than one media, whether that’s a person, movie or otherwise.
Short answer, yes, the same image path could appear in more than one media.

Let me explain. The above file_paths are different images. But every single one of those is being returned for more than one person. Sure people can upload the same image for multiple person. but the same image URL should not be linked with more than one person. Do you concur?
How does it make sense that 2 persons can have the same image URL?
Shouldn't the user be restricted to do above said action?
