I have a doubt about movie "language"

I've got this doubt in my head. If a movie goes to a festival to get funds because it still doesn't have some things like post production sound or its missing some vfx or whatever. Does it count as a movie premiere and it has to be added in the release information of the movie. Or only the official release date count?

It probably doesn't count in most cases, but do you have a specific example?
