There's no filter like what you're expecting here with /latest. All /latest is, is the last ID that has been created.

You can query the DB in ways that are close to what you're looking for but the biggest issue is that we don't really have a field to query "Indian Bollywood" movies. I actually have a ticket to think about adding this here. You can vote for and/or watch this ticket. These votes help me track how popular of a feature it is.

In the meantime, about the only thing you can do is use the with_original_language filter on discover. Something like this, for example:

https://api.themoviedb.org/3/discover/movie?api_key=###&with_original_language=hi

That's about the only way to get close to what you're looking for.
