I'm not a moderator, but generally, if you want fields to be locked you need to go to the film's (or show's) entry and make a report. Provide details of what you think should be locked, and why.
One reason provided on a section of the contribution bible that you can give for something to be locked is to prevent editing wars (i.e. back-and-forth disagreements among users):
A moderator should get back to you (either by replying to your report or by PM) within at most 2 months (but often sooner). If they do not get back to you within those 2 months then it is more than okay for you to bump your report.

Hi, just some quick advice. If you correct an original title by adding the Arabic original title, don't forget to add the previous original title (usually the one used on IMDb) as an alternative title. Otherwise someone will soon add a duplicate entry when they can't find the previous title when searching.
The problem for us when locking Arabic (or Chinese, Thai, Russian titles etc.) titles is that we only want to lock the title when we have confirmed it is correct and sometimes that can be tricky when we are unfamiliar with the alphabet and language in general. So if you report a title and ask for a lock, feel free to include a link to a source.
And to answer your original question: to the best of my knowledge there is currently no Arabic speaking moderator here.
Thanks.
