For whatever it may be worth, I just now temporarily rated it, to see what would happen if an additional user would rate it. Indeed, it continued showing 0%.
After determining that, I removed my rating, since I've never heard of or seen the title in question.
I'll be swinging back to feature/bug work in the coming weeks now that I have finally finished the bulk of the infrastructure migration that I started in May.
Ok so although the rating is not stuck at 0%. I just happened to check the score breakdown, and for some reason it says one person voted 2/10, another, 7/10 and another 10/10. However, I voted 6/10. Is there still something wrong with ratings?
The couple movies I rated during recent hours, the rating I gave each one immediately showed as added to the average-rating "wheel" thing (which I had looked at right before rating, so I could see how many people had given the rating I was going to give). So it's working properly for me.

If you mean Farmlands that you mentioned in this thread's OP, I just now (strictly temporarily, since I've never seen that documentary, therefore have no familiarity with it) rated it 4 (which no one else has), to see what would happen. My 4 didn't show on the wheel thing until after I first clicked on the documentary's title to refresh the page - then the wheel showed that one person (me) had given it a 4 rating.
When you add your rating, click on the documentary's title right afterwards, and then I think you'll notice that your rating shows as reflected.
