As the TMDb rating scale begins with lowest-possible rating, that users can select, of 10%, how is it mathematically and electronically possible for anything to show 5%?
I newly added a good documentary miniseries (that easily deserves at least a 70% rating) this morning, looked, anew, this evening, and it was showing as having been given, during today, inexplicable 5% rating. How is any viewer rating of less than 10% possible? Even two people each giving a 10% (the first half-star - which no lower rating can be given) rating would still result in 10% - right?

The API still supports the old 20 point rating scale (0.5..10). That's how. The website enforces a 10 point rating scale, 0.5-5.0 (or 1..10).
When I get around to the extra work around ratings, I will probably round all of the all 20 point ratings into the 10 point scale. So that all ratings are on the 10 point scale.

Thanks for the explanation. I thought 5% was literally impossible - so was thoroughly stumped when I saw it happen. Unfortunately the paltry 5% rating that someone gave yesterday completely destroyed the deserved 80% rating I gave the well-done BBC/PBS documentary in question.
