I have seen questions asked regarding use of the API for an App that uses advertising as well as in-App purchase upgrades as their monetisation methods, both received forum/written approvals.

My question is, can an upfront paid App use the TMDb API without payment? Is there an approval process? Is a separate API key needed or just keep using a developer key?

For some context, the intended use of the API is a movie book-marking/watch later/movie suggestion App, the App needs to just get movie data and will use it's own method to save/store/retrieve bookmarked movies.
