There's no guarantee everyone gets a bump to moderator, it's generally a decision that I and the existing moderators make based on a few different criteria.

Things like how long you've been a member, how many edits you have and how interactive you are with content issues are all top of the list. We don't generally even start to consider it unless you've been an active member for ~12 months. That's sort of the baseline to even be considered.
