Why no filter for actors in tv?

In Movies Discover we have with_people, while in tv we don't have that ... is it planned to be done ?!

I think you're the first person to ask for this
I've created a new ticket to think about this here. TV credits are a bit different than movie credits so it's not quite as easy to add support for but I'll definitely think about it.

Ooo, with_people for TV would be an amazing addition! The data is different though... I'm re-creating this functionality by cross-referencing at the show level. So I'm saying two people have been in the same show even if they weren't in the same episode or season.
