Hi Adam,
Popularity is just a trending score that is calculated daily. So I suppose to answer your question, it's a global property calculated from the day the item was created. There is no means to constrain it to the most popular items within a time period.
Having said that, the /trending API methods just went live. This brings a new dimension to sorting items that will be getting added to discover (it's not yet.) I'll see about working on that next week. In the mean time, depending on your use case, you could use the trending API. Docs are going up shortly, but they are the following:

I just started collecting the data here so they might be a little light for the next few days.
No, nothing like this is possible right now. The only thing close would be to use our account sessions in v4 which allows you to pull an account's recommendation data. This data is based on the items you have rated and marked as a favourite on TMDb.
