I've heard that in some image editing programs, when re-saving images there is a (percentage) quality setting (and I actually did know about this), it made me wonder: does Paint maintain high quality when saving images (i.e. after having used it to crop/downscale- or sometimes even slightly upscale images)? Or is Paint a terrible program to be using and I should be using something else?

I'm not sure of the all the picture requirements at TMDb, but saving a high-resolution picture in Paint can be done using the Save As option and selecting the .png extension. Jpeg and png are the preferred formats, but png is lossless while jpeg is not. So png has an advantage overall. Check out this blurb.
And this discusses the various picture formats.

I don't think .png is supported on TMDb. At least the last time I managed to click on the wrong file it didn't work.

Mmm. Well this is good to know, if it's true (it would be nice for a mod to confirm what you said). Would it be a pain in the ass to mods for me to re-upload all posters/backdrops (15-ish photos) into png format rather than jpeg to up quality (which would include having to re-crop and re-downscale from the original images) and request the one JPEG versions be removed? Would they not bother with these requests?

Oh, is it not? Okay. Sounds good then. I just checked and I can't find any info on what image format is useable.
