From what I find on that website Banned is not a rating, it just doesn't GET a rating...
From your description it's just.. "censorship". Much like how some episodes of Pokemon were banned (not aired or otherwise released ever) after its initial airing. @Travis please don't add that one.
1) „V“ – filmai, skirti įvairaus amžiaus žiūrovams;
2) „N-7“ – filmai, skirti žiūrovams nuo 7 metų;
3) „N-13“ – filmai, skirti žiūrovams nuo 13 metų;
4) „N-16“ – filmai, skirti žiūrovams nuo 16 metų;
5) „N-18“ – filmai, skirti žiūrovams nuo 18 metų.
12. Jeigu Filmų indeksavimo komisija nustato, kad filmas yra pornografinis arba smurtinis, pažyma, kurioje nustatomas filmo indeksas pagal žiūrovų amžiaus cenzą, neišduodama, filmas Filmų registre neregistruojamas ir negali būti rodomas kino teatruose Lietuvos Respublikoje.
Source, the law linked on the page you linked to
Translation by Google;
1) "V" - films intended for people of all ages;
2) "N-7" - films for viewers from 7 years of age;
3) "N-13" - films for viewers from 13 years of age;
4) "N-16" - films for viewers from 16 years of age;
5) "N-18" - films for viewers under the age of 18.
12. If the Film Indexing Commission finds that the film is pornographic or violent, a certificate setting the movie index based on the age of the audience is not issued, the film is not recorded in the Film Register and can not be displayed in cinemas in the Republic of Lithuania.

HI, @alltimemarr
If you do not know Lithuanian, Google does not help. Sometimes Google does not translate correctly.
official law (movies): http://www.lkc.lt/filmu-indeksavimas/
In Lithuania, Lars von Trier "Nymphomaniac" first fell under the category of banned, but then gave the index of "N-18".
I provided detailed descriptions at the top.

yeah, I'm not arguing the actual ratings, it's just that "Banned" is not a rating -- it's just refusing to rate something (and since all movies have to be rated, it can't be played in theater probably, so it just doesn't release, so there is no need to add a release date with the rating "banned" anyway). That's the only thing I'm arguing. That's not what you responded to though.
I'll edit my post above to make bold the actual point that says it's not getting a rating. The rest is just there for context :P

Again, it doesn't mention Banned being a rating.
https://e-seimas.lrs.lt/portal/legalAct/lt/TAD/TAIS.415955 That's the law linked on the page you initially linked to, the text I copied is taken from it directly. Think from it what you want, but they just say a product doesn't GET a rating.
// EDIT: Of course Google Translate isn't such a thing as a native speaker, but it tells enough to know. Also, where did the text "Jei komisija nustato, kad filmas yra pornografinis, smurtinis arba filmo tikslas yra kurstyti neapykantą, filmo indeksas pagal žiūrovų amžiaus cenzą nesuteikiamas, filmas Filmų registre neregistruojamas ir negali būti rodomas Lietuvos Respublikoje." come from, not from the TV law you linked in the post above, nor from the movie law I linked.

Travis won't copy my translation. He will copy yours, merely pointing out Banned is not a rating. But I'll log out from this thread now as it's getting nowhere

HI @travisbell ,
You added TV series ratings to movies. The ratings are slightly different. After TV ratings are movie ratings.
P.S. I do not see they on localeapp.com
Cheers.
