Is it possible to login in the app that I'm developing and rate movies or series without login themoviedb otherwise I'll login with facebook or twitter account, or must login with themoviedb account?

For TMDb account support, we only support TMDb user accounts.
You can use our guest sessions if you want. Guest sessions are a special type of account that will let you create a session without a TMDb user account. With this guest session you can rate movies, add/remove on your watchlist as well as maintain a favourite list. That might be what you're looking for.
But if you want a TMDb account (as in accessible here on the website, etc...) then you have to create a TMDb account.
