A few things:

1. That query is only returning movies that have a release date added for India.
2. The language parameter doesn't act as a filter on the results but rather just a language query for the data returned for the title, overview and poster_path fields. It has no other impact.

It sounds like you're thinking you're expecting something along the lines of the with_original_language filter that is available on discover. You can built your own discovery query to do this, something like this:

http://api.themoviedb.org/3/discover/movie?api_key=###&release_date.gte=2018-03-15&release_date.lte=2018-04-06&with_release_type=3|2&region=IN&language=te&with_original_language=te

Is what I suspect you're after.
