If a TMDB movie id is newly created, will it appear in the Movie Change List API results?

If it does not, is the best way to get a daily or X-period list of new movies by checking the Daily File Exports? Or something else?

The background here is in creating a service that keeps the database updated with fresh changes as well as the most recent movies.
