I don't know if it might be a temporary system situation. I've never experienced the same or similar before.
I have tried, during the last several minutes, to post Reports about issues for two different titles. Each time, as soon as I've clicked on "Report", the Report screen does, indeed, open. However, instead of it opening in the normal screen position, which should be somewhere in the middle, it winds up positioned way up high, with only the lower portion of the screen showing, and unable to be dragged down to a properly accessible screen position. So, in other words, I can't see or get to the various options that appear atop a Report screen, so I can select what type issue it is, then be able to start typing a message and actually be able to see any of it. I've tried going on to TMDb via two different search engines, to see if maybe the problem is with Internet Explorer that I normally use. It didn't make a bit of difference, as the Report screen went right to the top of the screen, inaccessibly, either way. I then also tried powering off the computer and then powering on again, and the same is still happening.
Incidentally, the times I tried tonight were the only times during the last several hours I had attempted posting Reports about anything. I posted one or more a day ago, with absolutely no problem. Everything else on my TMDb continues to work fully perfectly. For example I can readily post on any message board, plus can readily submit Edits, etc.
PS: Meanwhile, during the same general period of time (the last hour or so) I've gotten two responses to posts, yet neither time did either the red bell appear, nor did the response appear on my account page's most recent discussions list, nor did I receive an automatic notification e-mail. (I only happened to discover the responses as I went manually to the threads in question.) So I'm suspecting there's probably some sort of temporary system problem.

Thanks for the responses, Janar and Travis. I just now checked anew, having been off TMDb since hours ago, and the Report screen still immediately goes up high when I click on Report. But I now am again getting the red bell, plus automatic notification e-mails, also threads with new responses are now again appearing listed on my account's Recent Discussions list, I'm pleased to report. So it's just the Report feature that still isn't cooperating.

I had the same thing with the dialog for deleting images (it immediately going up to almost off screen. Maybe this issue is like that, and Travis had already fixed that one, so hopefully this is fixed easily too! I'm using Chrome on Mac btw.
// EDIT: Although, as I mention it, I sometimes experience it again, at random, but after then I refresh and it works again ;_;

I just now noticed (and remembered it also was experienced at least once yesterday) that when I click on "Read more" at the bottom of a celebrity's long biography (of course, as usual, a case where someone copy-and-pasted in a Wikipedia biography) that the top framing of the opened biography box goes out of range on the screen. In that situation it's no big deal, as only the "X" that can be clicked on to close the biography box is up there; all the actual biography text is fully visible. Like with the Report feature that I created this thread about, I have to back-arrow when wanting to get out of an open expanded biography. That biography situation is something I never experienced before yesterday or so. I figure I should mention it as it seems akin to the Report problem, so probably the same solution (whatever it may be) will work for both issues.

Just an update to report that I just now checked anew, and the Report box now is again appearing in the normal, fully accessible, part of the screen; everything looks great, and all is well!
PS: Also expanded celebrity biographies are again appearing solely within the normal, fully viewable, area of the screen. So that issue is also now resolved.

I'm pretty sure I got all of the instances of dialogs not opening centred. Should be good to go as of ~2 hours ago.
