Can you write movie reviews here?

I couldn't find the section where you can write reviews.

You can. For example, for Split, I scrolled down to Reviews, chose "Read all Reviews", and it brought me to this page: https://www.themoviedb.org/movie/381288-split/reviews - There you can see "Write Review"
For those that don't have a review, for example for La La Land, if you scroll down to the Review section (https://www.themoviedb.org/movie/313369-la-la-land) it says: "We don't have any reviews for La La Land. Would you like to write one?" and there is a link via an edit/write icon.
