Fresh off the press is a push notification and notification centre. You'll see a "bell" icon sitting next to your username for this. Notifications update automatically so you don't even need to refresh the page. If a new notification comes in, BING (there's no sound, that's just me), it appears.
One cool thing is that by using these notifications (by clicking the links to go to the item that is notifying, ie. a discussion), only the first reply is thrown into view which means you automatically get a "jump to newest" thread functionality. Pretty cool, right?

Yeah I mentioned Usenet just for historical reference. https://en.wikipedia.org/wiki/Usenet_quoting
(I'd guess it's possible that such quoting conventions might have even older origins that predated Usenet.)

The bell doesn't seem to be working all of a sudden. I'm not getting any notifications, even when someone posts a reply to one of my posts. I went to account settings, turned the notifications off and then back on again, but it still doesn't work. Is this a site issue or perhaps a setting I've inadvertently changed myself?

The notification bell is working for me. Did you perhaps stop watching the thread? That would turn off notifications for that thread. Make sure you're still watching it (left panel settings).
