Why some movies can't be rated

Why do some movies can't be rated? The rate button is being hidden. When do these movies allowed to be rated?

Maybe when they are released?

There are some movies which are still in Post Production Status and release dates are still on next month but we are able to rate .
How does to properly identify which movies/shows we are allowed to rate?

Example:
Rate Button is hidden A Cure for Wellness Status: Post Production Release Date: February 17, 2017
Rate Button is shown The Space Between Us Status: In Production Release Date: February 3, 2017
Rate Button is hidden The Lego Batman Movie Status: Post Production Release Date: February 10, 2017

Items become rateable 7 days (a week) before their primary release date.
