For any tagline content with quotation marks like this one, it will add a scape char "\" when you retrieve it in api v3, example: "Você só vive duas vezes ... e \"duas vezes\" é a única maneira de viver!". Then, in XBMC Universal Scraper (default one) it wil save as "Você só vive duas vezes ... e \". Should I report this as a bug to XBMC, or the issue is limited to TMDB website?

It looks like it's a website/database issue. I've created a ticket for it here and will look at it when I get some time.
