The empirical evidence from the scripted film is the following. A bunch of motorcycle gang members who had all been previously neglected as kids because their dads had been imprisoned and/or killed by police. The only exception was Johnny (the Boy), who the gang leader, the Toecutter, just wished to have in the gang despite constant objections by other gang members that Johnny was an ill-fit to the letter by having no police anger or police-related tragedy growing up.
