So does Noriko now have some sort of connection to Godzilla as shown on her neck at the end at the hospital? Does she have superpowers of destruction and will she be able to control Godzilla now?

Actually, in the hospital it was Godzilla that turned itself into injured Noriko and survived. Now she will become Godzilla only at night and fight crime.
