Perhaps he just likes the toy. He seems like less of the rough-and-tumble play type of kid, and more of the make-believe type. It's a lot more fun to play make-believe with a larger assortment of characters, male, female, animal, machine, etc.

Yeah, when I was a kid I remember I had a Catwoman action figure, as well as Scarecrow and Penguin to fight my Batman figure. I also had many male X-Men figures, but wanted to get Rogue and Mystique too. I guess maybe that is different though. I never had Barbie toys or whatever.
Was it his sister's or did he get it so Woody has someone to rescue?
Bo Peep belongs to Andy's sister Molly. Because she's Woody's "girlfriend", Bo Peep's always there, hanging out with the rest of the gang (Andy's toys).
