I'm aware that it's possible to add Norwegian (NO) as a translation, but what I meant here was more in the way that the current translation for Norwegian (NB) should be changed to Norwegian (NO). A translation to NO would just be a copy of what is now registered as Norwegian (NB).
The database support three different language codes for Norwegian. NO, NB and NN. In general all translations to Norwegian ought to be NO - as this is the common language code. As an example - compared to English (EN) this might be looked up as the differences between US and UK English. Most words would be spelt the same, but there are slight differences, should there then exist a UK and a US translation? In most cases EN would be enough. NO would be same as EN.
Not sure if changing the language relation is a simple task behind the scenes, or if it might just be quicker to actually make a new translation - just wanted to check as to what is possible.
Just to give the reason for the request - it is related to Plex Media Server. When doing search for Norwegian series/movies, it won't find it when registered with NB. Another option would be requesting an update there, as to have it also look for variations of the same language.
Looking forward to hear the decision, so I know what is the correct procedure.
If you're still unable to get metadata from this series, I would post about the issue in the API support section. I don't believe the problem is on TMDb's end, if the translation is available on the website it should be available through the API to third party websites and scrapers.

I can't change a translation language. If you want you can post about this in another section and the admin will see it and possibly help you out.
