So apparently Klaatu is referring to something else than Gort's race? Some even higher intelligence? Is he saying there is an omnipotent power in place, or is he merely referring to the universe?

I thought that was the implication. So he believes in it or his race does. Its so interesting learning about them. I wish they dropped other hints.

I guess also a cultural thing.
50s US was a very religious place, perhaps more so than today, certainly more predominantly Christian.
By having him believe in a higher power the 1950s audience is being told he is virtuous.
Today's audience is perhaps more cynical / sophisticated / experienced and would be highly suspicious of such a declaration from an alien brandishing a super killbot, but I think it fits for the era it was made.
