British soldiers force a recently captured IRA terrorist to cooperate with them and then assign him to go undercover with a gang of terrorists and prevent them from killing the U.S. President. But the spy isn't in long before he realizes that the first plot is but a ruse for a more sinister scheme that could result in trouble between China and Great Britain.

Der Ex-IRA Terrorist Sean Dillon ist mittlerweile verheiratet und hat sich in den Ruhestand zurückgezogen. Als jedoch sein alter Mitstreiter John Engel, ein eiskalter Killer, auf der Bildfläche erscheint, tritt das britische Militär an Dillon heran. Angeblich sind Anschläge auf Angehörige der königlichen Familie geplant und er soll helfen, den gefährlichen Terroristen zu fangen. Widerwillig nimmt Sean Dillon den Job an. Er ahnt nicht, dass er damit eine Serie tragischer Ereignisse in Gang setzt.

Da quando si è ritirato dal servizio, Sean Dillon ha pensato di potersi finalmente dedicare alla famiglia. Ma, purtroppo per lui, non è così: il brigadiere Charles Ferguson lo informa di essere venuto a conoscenza di un minaccioso complotto ai danni della famiglia reale britannica. Non c'è certezza sui mandanti: si parla dell'Ira, della vecchia guardia sovietica, dei fondamentalisti islamici. In ogni caso, però, il cerchio si stringe attorno al glaciale John Engel, da sempre acerrimo rivale di Sean.
