What happens to Det. David Mills after his "actions" at the end of the movie?

He shot a man under his custody and was last seen sitting in the back of a police car...in an almost comatose state! Does he go to jail for the rest of his life?

I'd expect him to go to jail for killing a (by then) harmless man who's shackled.
We'd need to know what USA law says about it, which doesn't much matter. I remember George Floyd who was also killed after being shackled, who was being accused of a crime he actually didn't commit. The police was judged and went to jail.
