Since NBC treats it as a one-off special separate of the tv series, it qualifies as a one-off TV special.

The official website on nbc.com treats it as a 'special episode' as well. I would say move it under the 'Specials' season under the 'Parks and Recreation' show. Currently that section on TMDB is showing a separate the 'Road Trip' webseries that IMDB has a separate ID for and NBC treats as a separate series. Whereas this new special is part of the series under as a 'special episode'.

As indicated by Rebecca above, this wasn't released as part of the series but as a one-off TV special. As such, it should be listed in the movie part of our database.
