The trailer has a comedic tone because the film is from 1990 and Warner Bros wanted to capitalize on the success of the Lethal Weapon series, which by 1989 had evolved into a legit Action Comedy franchise.
This is an Eastwood cop drama through and through and is more akin to Dirty Harry than Airplane!.
