The Musical keyword should be used for musicals i.e. films in which musical numbers are integrated into the narrative.
The Music genre is reserved for content that is or is about music. That includes films like Whiplash, Begin Again, Pitch Perfect, etc. as well as live concerts, singing competitions and music documentaries.
High School Musical is a good example of a film with both characters who sings and do musical theatre (Music) and burst into random musical numbers (Musical). But most musical films are not film about music.
