Kiddnapping children

The monsters scare kids, yet if a harming act like kidnapping them is done, it's suddenly a crime? Isn't scaring them a harming act towards them?

Plus if they did that eventually the adults could catch on and then every time a monster tried to come out of the closet it'd get an axe in the face.
It has nothing to do with the kids welfare. It's purely self preservation imo.
