I think the title should be changed to 'Once Upon a Time ... in Hollywood' i.e., a space must be inserted between "Time" and the ellipses. Both the New York Times (https://www.nytimes.com/2019/07/24/movies/once-upon-a-time-in-hollywood-review.html) and the Los Angeles Times (https://www.latimes.com/entertainment/movies/la-et-mn-cannes-quentin-tarantino-once-upon-a-time-in-hollywood-20190521-story.html) use that form of the title, which I believe is because in the film's title card (https://pbs.twimg.com/media/EK_FwIXX0AEmRGf.jpg), the ellipses appear in a separate line from "Time" and not immediately after it.

I have watched the movie now and the on screen title was "Once Upon a Time ...in Hollywood". It was in two lines.

Most outlets (including IMDb) have for some reason interpreted that title as "Once Upon a time... in Hollywood" (which is the variation that perhaps fits conventional title standards best) or like the one the original reporter suggest: "Once Upon a Time ... in Hollywood"
