Hrm...I've read on several places people having problems with the over-drawn first half, while I had more problems with the film failing to ramp-up in its second half, or at least its last third. The events were more violent, "baroque" and suspensful, but the pace felt equally subdued. I feel this is a bigger issue with Mandy. With the rest I can almost 100 % agree.
