一个以替天行道、劫富济贫为宗旨的群组织，因其行踪敏捷、飘忽、令黑白二道头昏脑涨，只能凭案发现场所留标志，得知其名为侠圣，特派遣刑警轰天炮（黄光亮饰）至香港与本地女干探迫击炮（胡慧中饰）联手进行调查。双炮处事手法狠辣，所到之处往往鸡飞狗走，果真有使人闻名丧胆之本色。侠圣主脑赤海（袁祥仁饰）本是“偷神家族”传人，自收养心兰（大岛由加丽饰）与小妹（李赛凤饰）后，已逐渐淡出江湖，一切行动都交给二女执行，但心兰、小妹二人性格各异，往往因小事而争执。
