Overview

Under den tyske okkupasjonen av Roma i 1943 vier en atletisk irsk prest, monseigneur Hugh O'Flaherty, all den tid han kan avse fra arbeidet i Vatikanet, til å skjule allierte krigsfanger fra nazistene. Oberst Herbert Kappler, Romas øverste Gestapo-offiser, mistenker O'Flaherty for å skjule rømlinger, men kan ikke gjøre noe på grunn av prestens diplomatiske immunitet fra Vatikanet. Da han finner bevis på O'Flahertys medvirkning, beordrer han likevel at presten skal pågripes eller drepes.
