It seems that there have been a lot of low budget movies that have sucked, lately. Case in point, this movie. "Night Hunter" had bad writing, directing, acting and editing. The directing and acting probably would have been decent, if the script wasn't so lousy.

I just can't help but wonder if it's necessary to have high costs to get a competent production team.

Not all of them suck, though the majority of them do. There are exceptions, for instance most Blumehouse films typically max out at a budget of $5mil, yet they are usually are of high quality, and yield a high ROI grossing returns as high as 19,749x (Paranormal Activity).
