I don’t think this is part of the Cloverfield universe, I think they wanted to tie it in, however after Cloverfield paradox, I think they decided to separate it. It works well as a stand-alone film, if it were part of the Cloverfield timeline they would mess it up.
Also how could they have tied this into Cloverfield? The "monsters" were just experimented on soldiers.
This was rewritten as a Cloverfield script at about the same time it was posted to this site, much like The Cloverfield Paradox, though ultimately it was re-rewritten to remove it.

Cloverfield - 7½/10 interesting concept and groundbreaking with the ARG
10 Cloverfield Lane - 8/10 solid film by itself, even without the cloverfield dressing applied
The Cloverfield Paradox - 4/10 half-baked film and the cloverfield elements seemed shoehorned
