I didn't think this was coherent at all. Half the time the 13 year old 'shorty' protagonist was nervous and out of his depth. The other half he is cruising around with a social circle many years older than him and having a sexual encounter with a character acted by a woman aged 27 at the time.
It seemed to cram in life experiences of a confident kid and a sheltered kid into the same character and throw in a bunch of unfeasible, unrelated stuff. It did create a bit of a sense of trying to find your way, mainly through the best skater, rather than little Stevie.
I'm not terribly surprised Jonah Hill didn't get much directorial experience after this. It was like watching 'Wolf on Wall Street' if the protagonist was a pre-pubescent child and yet was seemingly played straight.
