Is Jane Sam's mother?

I don't remember Sam calling either of them mother or by their names during the story.

What makes me believe Jane is his mother is the news saying their father abused her and the death letter saying Jane will be is mother as it was meant to be. That sounded very odd when I 1st watched. And also how Jane is always taking care of him, it feels too much for just being her younger brother.
