I’m guessing maybe probably he healed it, because we later see he creature had healed the wound on the guy and gave him some hair back.

I just assumed it was another cat. If it had regurgitated the head and brought it back to life I'd like to have thought that would have merited a bit of exposition! Maybe there is a a scene in the cutting room floor of Fishman hunched over the toilet bowl with his webbed fingers down his throat? It wouldn't be any more daft than the rest of the film.

On a sidenote, what woman wouldn't find a man who bites the head off an animal attractive? It worked for Ozzy Osbourne. :p

I was actually thinking that he had somehow made the cat grow another head.

This whole issue does deserve more exposition. And you're right about the film being quite goofy overall. It's like they bit the hell out of Amelie, to reference someone else.
