Theres no language french canadian. So second best is french :). As english is just plain wrong.

I think our policy has been to support the "original language" posters in these cases, until we get to differentiate between the two. French-Canadian posters are allowed, but we vote up the original and vice versa should it be a French-Canadian movie of course. So the top voted poster should be the French one here, but despite my two votes it didn't change.

(Edit: And the reason for this is to avoid posters changing weekly because users from different countries voting for their poster. The original example was a Portugal vs Brazil case of a Hollywood movie and we decided to support Portugal first. So the only case where we prefer a French-Canadian poster over a French is when it's an actual French-Canadian movie. Hopefully this makes sense.)
