It has and it is incredibly tragic.
Blame lies most heavily with people who exploit the system. They poison the debate and fuel the media, and therefore public, and therefore government hostility.
I don't just meant fraud, I mean couples deliberately living apart to double claim etc.
As always, those is desperate need will be the losers
