As I've said some months ago, not-good-rules is much better than no-rules. When people work out a weak rules-set for a sensitive point, it is good they provide some exeptions to keep the main task alive

The main cons of the existing system that keeps duplicates in some cases (that were, stay and will be disputable): the contributors do not know which of the clones to contribute, not to waste their work and time partially or totally, so they have less desire to touch such content at all; the users may utilize the undeveloped content, having no idea there are more contributions in the duplicate one that exists out of their attention...

So, I always open a discussion not only for mods to make the same decision again and again (they prefer this variant over another effective ways to solve the problem), but also for, no, it is not also but more important for me to make people know they touch a content existing in more than one variant -- they just decide what to do then for themselves.
