Imo of course. This one often gets overlooked as not being part of canon, despite having more of the authentic Bond tropes than the corresponding Moore movies of the day. But I think it hits a sweet spot. It has most of the key elements: glamour, action, gadgets, fantastical plots, decent villains- without the absurd over the top stuff that just seemed to get worse the longer the franchise went before the reboot.
It also has a cast that can actually act. I agree with a contemporary review, as cited in Wikipedia, that said it seemed like the first time a Bond movie was made by someone who could actually direct. Unlike most Bond films, the props are generally well made, and the stunts are well managed and filmed. None of that shop front mannequin flying out of an explosion like we saw in so many other Bond capers. No rubber crocodiles or double taking pigeons.
It's a well crafted movie. The dialogue is generally crisp and the wisecracks are actually witty. The pacing is right. And Connery here seems to have nailed who Bond really is. There is both a confidence and a vulnerability, genuine characterisation, not seen in any other Bond film. There is also a real sense of drama, something devoid in the Moore era, movies where we always knew Bond would do something incredible or some gadget would come to the rescue. Of course in NSNA we know Bond will triumph, but the how isn't as ridiculously obvious as in every other pre reboot Bond movie.
And the eye candy here was as good as it gets.
My one real gripe is Rowan Atkinson doing a variation on Mr Bean. Horribly ill conceived.
